District of Mansfeld-Südharz, Germany

The District of Mansfeld-Südharz is a regional authority in the south of the German state of  Saxon-Anhalt. The headquarters of the administration is the city of Sangerhausen. The administration employees over 700 staff.

Initial situation

When the provider of the payroll accounting solution it used until 2010 stopped developing products, the administration had to search for a new solution provider with the right specialist expertise on the German wage agreement for the public service sector (TVöD) and that offered operation in a data center. With SAP HCM, IT-Consult Halle (ITC) provides its customers with a high-performance HR management solution with a wide range of functions. ITC has extensive competence in the field of SAP HCM, an experienced consulting team, an outstanding SAP competence center and special experience in collective bargaining laws for the public sector. With that in mind, the district quickly made the choice to work with ITC. SAP HCM is a future-proof software solution and a technological market leader.

Implementation

The first step was to switch all payroll accounting to SAP HCM. Of crucial importance in doing so was the provision of an interface for the double-entry finance procedure AB-DATA.  The HR management module was then set up. All payroll accounting has been carried out in the ITC data center since April 1, 2011. The master data and transaction data continues to be maintained by staff at the district’s HR department.

Another step was to connect to the DMS system used in the district, d.3ecm. From the start of 2013 onward, payment statements have no longer been printed and provided in paper form for the majority of staff. All employees can view their statements on the Intranet through a secure connection.

Benefits

The use of the SAP solution in the data center eliminates internal expenses for IT support for the application. Maintenance of in-house hardware for HR has been fully dispensed with for the region. New versions and legal changes are automatically made available by ITC. Its regional proximity and specialist expertise ensures high-quality support for the HR department at all times. A special HCM hotline is provided for HR office staff.
