For accounts\u2011receivable invoices \u2013 those sent to a company\u2019s customers \u2013 the e\u2011invoice is either generated directly within the ERP or accounting system, or specialised e\u2011invoicing providers are used. These providers create the e\u2011invoice based on the invoice data and then send it via the desired channel (e.g. e\u2011mail, PEPPOL). The latter offers the advantage that dedicated e\u2011invoice software typically supports all relevant standards, and e\u2011invoicing providers can advise companies on the various requirements and formats. Accounts\u2011payable invoices, on the other hand, are received from suppliers, for example following a purchase order. Since 2020, suppliers to public institutions in Germany have also been required to submit their invoices electronically \u2013 meaning that e\u2011invoicing has already been mandatory in the B2G sector for several years.<\/p>\n\n\n\n<p data-beyondwords-marker=\"84c13a79-32d2-47d3-95e4-5d6c722d0dc0\">With the initiative &#8220;VAT in the Digital Age&#8221; (ViDA), the EU is planning to extend the obligation to issue electronic invoices to the B2B sector, partly in order to combat VAT fraud. In Germany, this was implemented through the Growth Opportunities Act: since <strong>1 January 2025, <\/strong>companies of all sizes must be able to receive, process and securely archive electronic invoices in a compliant manner.<\/p>\n\n\n\n<h2 data-beyondwords-marker=\"a27b8d72-ceac-45e7-a4ad-b5b3d52f6251\" class=\"wp-block-heading\" id=\"h-what-counts-as-an-e-invoice\"><span class=\"ez-toc-section\" id=\"what-counts-as-an-e%e2%80%91invoice\"><\/span>What counts as an E\u2011Invoice?<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p data-beyondwords-marker=\"3f0c26f1-0310-4b47-8b53-3a899c9325d5\">Invoices can generally be categorised into unstructured, hybrid and structured data formats:<\/p>\n\n\n\n<h3 data-beyondwords-marker=\"f94273ed-7ec5-4eac-9ab9-65e0d34b3745\" class=\"wp-block-heading\" id=\"h-unstructured-data\">Unstructured data<\/h3>\n\n\n\n<p data-beyondwords-marker=\"c4f335dd-b473-4250-83af-10744f637347\">Files such as PDFs, TIFs, JPEGs, Word documents or e\u2011mail texts are considered unstructured data. For example, if you receive an invoice as a PDF or scan a paper invoice, this does not constitute a true electronic invoice, as the data is not machine\u2011readable. Consequently, PDF files do not qualify as electronic invoices and may no longer be issued from 1 January 2027, or 1 January 2028 for smaller companies.<\/p>\n\n\n\n<h3 data-beyondwords-marker=\"8d55995a-f70a-4ede-9c6d-5d6ce54d8fb2\" class=\"wp-block-heading\" id=\"h-hybrid-invoice-formats\">Hybrid invoice formats<\/h3>\n\n\n\n<p data-beyondwords-marker=\"39608767-1a0c-468d-8517-845854c64d8b\">Hybrid invoices combine a human\u2011readable component, such as a PDF document, with a machine\u2011readable, structured component. A well\u2011known example is the ZUGFeRD format.. It is important to note that only the data contained in the structured part is legally binding and may be further processed.<\/p>\n\n\n\n<h3 data-beyondwords-marker=\"2e2cd46b-52fc-4205-bffb-40fff7f223e3\" class=\"wp-block-heading\" id=\"h-structured-data\">Structured data<\/h3>\n\n\n\n<p data-beyondwords-marker=\"e2ecaa55-bf79-4f3c-b3d7-4222e6e07cbd\">Invoices such as &#8220;XRechnung&#8221; (Germany\u2019s B2G e-invoice standard) consist exclusively of structured XML data.
